Supplementary Environmental Information
The planning application for the proposed Kelmarsh wind farm was validated by Daventry District Council on 8 February 2010. After our application was submitted, changes in planning policy for cultural heritage/the historic environment took place with the publication of Planning Policy Statement 5: Planning for the Historic Environment. Also, English Heritage unexpectedly proceeded with the inclusion of the park and gardens at Kelmarsh Hall on the Register of Parks and Gardens of Special Historic Interest.
In light of these changes, Daventry District Council requested that we submit Supplementary Environmental Information (SEI) under Regulation 19(1). We satisfied this request on 18 June.
The SEI responds to queries and requests made by consultees, in particular those made in the Regulation 19(1) request; in order to provide sufficient information, particularly to allow the potential effects on those heritage assets raised in consultation to be established and to provide an assessment of those effects. It is hoped that this will reassure consultees that the effects of Kelmarsh wind farm on the historic environment will not be significant and it will not cause substantial harm to any designated heritage asset.
Our SEI submission also provided the opportunity to provide clarifications on our original planning application under a number of topics including general information, ecology and noise. We have also provided an additional photomontage, requested after our submission, to supplement the landscape and visual assessment.
